FEMA Suspends Phoenix Rescuers Over Arms
Oct 04 The Phoenix Fire Department's Urban Search and Rescue team has been suspended by a federal agency because it brought armed police officers for protection on hurricane relief missions…The Federal Emergency Management Agency's conduct code prohibits urban search-and-rescue teams from having guns…Phoenix's team included four police officers who were deputized as U.S. marshals when they participated in relief efforts for Hurricane Katrina and Hurricane Rita…Phoenix officials are threatening to refuse deployments in the future or possibly pull out of the federal agency altogether unless the rules are changed to allow teams to bring their own security, even if that means police with guns…Phoenix police were added to the team about a year ago, and officials say they are essential to protecting firefighters and FEMA's $1.4 million worth of equipment.

The Federal Emergency Management Agency, which was accused of mismanagement, fraud and wasting money after last year's four hurricanes, has asked more than 7,600 Floridians to return $30.3 million in emergency hurricane aid...Most of the payments FEMA wants back are because insurance settlements were paid after the government aid was doled out. By law, FEMA cannot duplicate insurance coverage, spokesman Jim Homstad said… The agency has come under fire by lawmakers and others for allegedly paying millions of dollars to residents in areas unaffected by the hurricanes who made fraudulent claims, while others were in need… FEMA has recouped more than $5 million of the $30,283,945 it is seeking. Officials expect it to take years to collect the payments, which are as much as $50,000…

Study on Sexual Reorientation Therapy Deflates 'Coercion' Accusations

Tom DeLay's first indictment by Travis County prosecutor Ronnie Earle was based on a crime that didn't exist. The law that Delay supposedly violated was not passed until a year or more after Delay's actions…So Earle was able to get another Grand Jury to quickly indict DeLay on a new charge using the identicla fact situation. As others have asked, why didn't he go for the money laundering charge in the first place?
The first grand jury couldn't find anything in six months, the last one took a half a day. They sure found some smart cookies the last time.
TOM DELAY speaking of his meeting with Earle a few weeks ago: “It was a voluntary meeting where I agreed to go in and just tell my side of the story and show him that I had no day-to-day responsibility of how TRMPAC, this organization, was run. I was a headliner for fund-raisers, and they used my name in fund-raising, I helped them raise money, but the day-to-day operations were run by John Colyandro and Jim Ellis, and they did it all at my instance, all being cleared by lawyers and accountants. Everything they did was extremely legal. In fact, the whole notion that we laundered money by sending corporate funds to the Republican National Committee? The same year the Texas Democrat Party sent $75,000 to the DNC, and they used that legally for other purposes and they sent $75,000 to candidates in Texas, exactly the same thing I'm being accused of money laundering. Where's the investigation of them and indictment of them?”

October 04, 2005 A Travis County grand jury last week refused to indict former U.S. House Majority Leader Tom DeLay as prosecutors raced to salvage their felony case against [DeLay].
In a written statement Tuesday, Travis County District Attorney Ronnie Earle acknowledged that prosecutors presented their case to three grand juries — not just the two they had discussed — and one grand jury refused to indict DeLay. When questions arose about whether the state's conspiracy statute applied to the first indictment returned last Wednesday, prosecutors presented a new money-laundering charge to second grand jury on Friday because the term of the initial grand jury had expired.
Working on its last day Friday, the second grand jury refused to indict DeLay. Normally, a "no-bill" document is available at the courthouse after such a decision. No such document was released Tuesday.
Earle's statement on Tuesday said he took charges to a third grand jury on Monday after prosecutors learned of new evidence over the weekend...Lawyers for DeLay immediately called foul after Earle released his statement after 5 p.m. Tuesday..."What could have happened over the weekend?" said Austin lawyer Bill White, who represents DeLay. "They investigate for three years and suddenly they have new evidence? That's beyond the pale!"
White suggested that Earle released his statement Tuesday because he feared reporters would learn about the no-bill... In his statement, Earle said he would have no further comment because grand jury proceedings are secret. (that never stopped him before!)
...The first grand jury, impaneled by state District Judge Mike Lynch, a Democrat, had spent six months hearing evidence that Republican groups had violated a state ban against spending corporate money in the 2002 campaigns, including the exchange of $190,000 of corporate money for the same amount of campaign donations from the Republican National Committee...The grand jury indicted DeLay on charges of conspiring to violate the state election laws, a state-jail felony. As DeLay's lawyers waited to raise an issue whether the conspiracy law applied to the election code, prosecutors apparently learned of the issue.
...Earle did not say in his statement what new evidence surfaced over the weekend. White, who said he doubts the evidence exists, challenged Earle to reveal it. Prosecutors also called Lynch's grand jurors over the weekend to poll them on how they would have voted on money-laundering charges if they had been given the chance.
