Funny how many oppose any sort of faith based initiatives but very often they seem to be better able to quickly move in to help people. Apparently small organizations can move in quicker than large bureaucracies…

September 7, 2005 …Local churches across the nation quietly are emerging as heroes of hurricane relief as the needs of an estimated 3 million people left hungry, homeless and jobless by Hurricane Katrina strain government resources as never before… Though the many already hard at work seem to have needed no prodding, evangelist Franklin Graham, who heads the evangelical relief agency Samaritan’s Purse, is calling on church leaders to adopt 10 refugee families and offer not only shelter but complete assistance, including job opportunities and help in relocation. …Rev. Danny Hollins of Greater Fairview Baptist Church in Jackson, Miss., says the decision to take in 68 members of an extended family is the biggest test he's encountered as a pastor…"Americans have already seen they can't wait for government to take care of the problem," the editorial said. "Thousands of hungry, thirsty, sick New Orleans residents were trapped in the submerged city with little or no help from the government. It is clear this long-term evacuee crisis must be solved by private initiative..." ...A Fort Worth Star-Telegram columnist noted "the Keller volunteers have done it all without advice or even contact from busy relief agencies or federal officials." New Orleans Floodwaters Begin to Ebb
Sep 06 Progress was measured in inches Tuesday, in the slow dropping of water levels outside New Orleans' buildings, as engineers struggled to drain this saucer of a city in a Herculean task that could take weeks [they were saying 3 months] …Following an aerial tour Tuesday, Mayor Ray Nagin said the water was dropping ever so slightly, and he estimated that it covered only 60 percent of the city…Once all of the city's pumping stations are running, they can move water at a rate of 29 billion gallons a day and lower the water level a half-inch per hour, or about a foot per day. But by late Tuesday afternoon, Corps officials said only three of New Orleans' normal contingent of 148 drainage pumps were operating.

Clinton also cut spending on levees

September 3, 2005 …For 10 years, preventive maintenance was cut… While the Bush administration is sure to get most of the heat for cuts in proposed expenditures to maintain and upgrade New Orleans flood control system, the Clinton administration repeatedly cut congressional allocations for the projects and the recommendations on spending by the Army Corps of Engineers…Most of the attention to date has focused on the fact that last year the Army Corps of Engineers sought $105 million for hurricane and flood programs in New Orleans, while the White House slashed the request to about $40 million. Congress finally approved $42.2 million, less than half of the agency's request.

…However, 10 years ago, the Clinton administration cut 98 flood control projects, including one in New Orleans, saying such efforts should be local projects, not national…A $120 million hurricane project, approved and financed annually from 1965 was killed by the Clinton administration after being approved by the Army Corps of Engineers. It was designed to protect more than 140,000 West Bank residents east of the Harvey Canal...

…The following year, [Republican controlled] Congress approved more for flood-control projects than was recommended by the Clinton administration. Likewise, in 1999, Congress and the Clinton administration agreed to spend only $47 million on New Orleans area hurricane flood control projects – half of what local officials had requested… …Again, in 2000, [Republican controlled] Congress approved a $23.6 billion measure for water and energy programs, with sizable increases for several New Orleans area flood-control projects. Clinton, however, promised to veto the annual appropriation for the Energy Department and Army Corps of Engineers, not because it was $890 million larger than he proposed, but because it did not include a plan to alter the levels of the Missouri River to protect endangered fish and birds.

Louisiana Officials in Flood-Money Scam
Sept. 6, 2005- Nine months before the Hurricane Katrina disaster, three Louisiana Office of Homeland Security and Emergency Preparedness officials were indicted for obstructing an audit into flood prevention expenditures… the U.S. Attorney's Office for the Western District of Louisiana announced… "The two emergency management officials were senior employees of the Louisiana Office of Homeland Security and Emergency Preparedness. Both were charged with conspiracy to obstruct a federal audit." …Reports of rampant corruption among Louisiana's state and local agencies have been cited in recent days to explain why officials were so ill-prepared to deal with the Katrina disaster.

Jesse Jackson: Bush Ignored Black Flood Victims

Senator Landrieu: I'll Punch Bush, 'Literally'
Sept. 4, 2005 Sen. Mary Landrieu threatened the president of the United States with physical violence on Sunday, saying that if he or any other government official criticizes New Orleans police for failing to keep civil order in the aftermath of Hurricane Katrina - "I might likely have to punch him - literally." …It is illegal to threaten the president with physical violence… "If one person criticizes [our sheriffs], or says one more thing, including the president of the United States, he will hear from me - one more word about it after this show airs and I - I might likely have to punch him - literally," Landrieu railed on "ABC's "This Week."

…Landrieu also blamed Bush for cutting funding for levee improvement, before bursting into tears on camera…In recent days, Louisiana officials have been criticized for bungling evacuation and rescue efforts. One of those officials, Lt. Gov. Mitch Landrieu, is Sen. Landrieu's brother…

New Orleans Mayor Says Gov. Blanco Delayed Rescue
Sept. 5, 2005 …After days of blaming the federal officials for not responding quickly enough to the Hurricane Katrina crisis, New Orleans Mayor Ray Nagin praised President Bush on Monday - and charged that Louisiana Gov. AP Warned of New Orleans Disaster in 2004
Sept. 3, 2005 …Just last year the Associated Press predicted all of the failures that have became part of the Katrina tragedy - but the story was about another hurricane, Hurricane Ivan… serious problems were caused by a lack of planning for a cataclysmic storm, yet with Katrina on the horizon, the lessons of Ivan were all but forgotten. …Wrote the AP: "Those who had the money to flee Hurricane Ivan ran into hours-long traffic jams. Those too poor to leave the city had to find their own shelter - a policy that was eventually reversed, but only a few hours before the deadly storm struck land." …Eventually, tens of thousands of New Orleanans were directed to the Superdome - where no food, water or living facilities were provided for the massive number of refugees expected to remain there for at least several days. Fortunately few arrived…. Noted the AP then: "New Orleans dodged the knockout punch many feared from the hurricane, but the storm exposed what some say are significant flaws in the Big Easy's civil disaster plans." …the AP recalled that as Hurricane Ivan approached the Gulf coast from the Gulf of Mexico, the city - warned by forecasters that a direct hit could send torrents of Mississippi River backwash over the city's levees, creating a 20-foot-deep cesspool of human and industrial waste - urged more than a million people to flee the wrath of the oncoming storm….The lessons of Ivan were never learned, and the people of New Orleans paid the price. Governor Jeb Bush led the disaster response and did a remarkable job, with nothing happening like what we have seen in New Orleans…The primary response in disasters has always come from local communities and state governments... First responders and the manpower to deal with emergencies come from local communities: police, fire and medical. Under our federal system, these local departments answer to local authorities, not those in Washington. These first responders are not even under federal control, nor do they have to follow federal orders…In addition to local responders, every state in the Union has a National Guard... State National Guards answer first to the governor of each state, not to the president. The National Guard exists not to defend one state from an invasion by another state, but primarily for emergencies like the one we have witnessed in New Orleans and in other areas impacted by Katrina. FEMA is not a first responder
September 06, 2005 As one who has received training by FEMA in emergency management and also training by the Department of Defense in consequence management, I believe that the federal response in New Orleans needs clarification...The key to emergency management starts at the local level and expands to the state level. Emergency planning generally does not include any federal guarantees, as there can only be limited ones from the federal level for any local plan. FEMA provides free training, education, assistance and respond in case of an emergency, but the local and state officials run their own emergency management program…I've reviewed the New Orleans emergency management plan. Here is an important section in the first paragraph… "We coordinate all city departments and allied state and federal agencies which respond to citywide disasters and emergencies through the development and constant updating of an integrated multi-hazard plan. All requests for federal disaster assistance and federal funding subsequent to disaster declarations are also made through this office. Our authority is defined by the Louisiana Emergency Assistance and Disaster Act of 1993, Chapter 6 Section 709, Paragraph B, 'Each parish shall maintain a Disaster Agency which, except as otherwise provided under this act, has jurisdiction over and serves the entire parish.' " …Check the plan -- the "we" in this case is the office of the mayor, Ray Nagin who was very quick and vocal about blaming everyone but his own office.
